Biase was born about 1802 in Pratola Peligna, L'Aquila, Italy, the son of Pietro Polce and Anna Diletta d'Achille.

His wife was Maria Crocifissa Leombruni. They were married, but the date and place have not been found. Their three known children were Angelora (1824-1859), Palma Rosa (1828-?) and Berardina (c1833-1833).
