Carmillo was born in 1821 in Fara San Martino, Chieti, Italy, the son of Giuseppe DiCecco and Lucia Maria DiMatteo.
He had two marriages/partners. His first wife was Maria Bicelli, who he married in ABT 1846. The place has not been found. Their two known children were Giuseppe (1856-?) and Filomenia (1861-?).
His second wife was Lucia Guiots, who he married in ABT 1860. The place has not been found. Their five known children were Filmenia (1864-?), Maria Concetta (1865-?), Girinao (1866-?), M. Lisse (1869-?) and Teresa (1874-?).
