Giuseppe was born in 1774 in Rocca Pia, L'Aquila, Abruzzo, Italy, the son of Giuseppe Ippolito Clemente and Margharita Leone.

His wife was Maria Nunzia Cianflocca, who he married in 1795 in Rocca Pia, L'Aquila, Abruzzo, Italy. Their two known children were Pasquale (1804-1879) and Carmina (1796-1844).
