Francesco was born about 1814 in Pratola Peligna, L'Aquila, Italy, the son of Rocco Panella and Nunzia Rosa Pace.

He had three marriages/partners. His first wife was Anna Domenica Antolini, who he married in ABT 1840. The place has not been found. Their only known child was Anna Antonia (1842-?).

His second wife is not known, but they were married in ABT 1850. The place has not been found. They had no known children.

His third wife was Anna Pelina Tofano, who he married in ABT 1855. The place has not been found. Their two known children were Domenico Antonio (1858-?) and Rocco (1858-?).
