Felice was born about 1771 in Raiano, the son of Ilerio Ottaviani and Giacoma Fante.
He had two marriages/partners. His first wife was Concezia Saccorso, who he married in ABT 1795. The place has not been found. Their only known child was Domenico (c1799-?).
His second wife was Maria Carmina Antolini, who he married in 3 JUL 1812 in Pratola Peligna, L'Aquila, Italy. They had no known children.
