Ottavio was born about 1806 in Lettopalena, Chieti, Italy, the son of Carmine DeVitis and Gaudiosa Palmieri.

His wife was Cecilia Martinelli, who he married on 29 JUL 1832. The place has not been found. Their eleven known children were Donato (1833-?), Sabia (1835-1835), Sabia (1836-1836), Domenica (1837-?), Teresa (1839-1840), Teresa (1841-?), Angiola Maria (c1844-1846), Andrea (1846-1847), Sabia (c1848-1864), Fabbio (1848-?) and Filomena (1851-1851).
